Disney Dreamlight Valley takes after Animal Crossing in different ways. One of them is that the game is time-gated, a love-it-or-hate-it feature for many cozy gamers. Time-gated games implies that the game accesses your real location and time, and applies it to the in-game world. If it's morning and winter where you are, then the game is too. This allows the game to become more personal, but it can be a poor feature if you're a busy adult who can only play at 3am.
Characters in Disney Dreamlight Valley run on a sleep schedule. If you log in at a time when they are sleeping, then you simply cannot complete their quest or speak to them until they wake up. This is why playing at the right times is crucial to progressing the story. The game does not inform you of every character's sleep schedule, which makes matters worse.
Disney Dreamlight Valley is currently in Early Access, which means that more things are in store for the game including new characters.
As new characters arrive in your magical valley, they will need a place to stay and a bed to sleep in.

Character Sleep Schedule
There are two characters who you will always find awake and out and about. Merlin and Scrooge. Merlin and Scrooge don't sleep at all. Merlin is a key character for story progression, so that may be why, and Scrooge's shop is always open.
Remy's restaurant is also never closed. Each character has a set time that they enter Remy's restaurant. The purpose of them having a restaurant schedule is for you to spend time increasing their friendship levels through cooking and serving food. Every character only spends up to two-three hours inside the restaurant, twice a day. The only exception is, of course, Remy, who is there for longer periods of time.

What Is The Perfect Time To Complete Quests?
There is actually a set time when every single character is up and awake for a good chunk of hours. This is the optimal time to interact with the world of Disney Dreamlight Valley and to start completing or progressing in quests. From 12PM – 6PM, every character is out and about. This may be a great time for you or not, depending on your personal schedule and the real jobs we all have to attend to.
No matter what time you're able to log in and start gaming, there will always be NPCs awake and available to you – the valley will never be void of characters to interact with. To make things even more simple, here is a list of NPCs that walk around at night and NPCs that are morning people:

The time-gate feature can't stop you from having fun. When all else fails, resort to what Animal Crossing players controversially do: Time Travel. Time traveling is as simple as changing the time and/or date on your computer or gaming device of choice.
Because these games are not meant to be traveling back and forth in time, it can cause problems in your game. Be wary that time travel opens up the risk of bugs, missing items, and other problems in the game if you're not careful.
